FEMA has already begun to kick people out of their temporary housing. I'm in New Orleans right now, and I've met three different people who have said that FEMA stopped subsidizing their housing. By January 7th, FEMA will end subsidized housing for Katrina refugees in hotels for thousands of families. Many families are already trickling back in to their shattered homes. At the same time, the Gulf Winter is beginning to set in:
No new houses are framed out. No lots cleared. There is just devastation and a lingering stench and a tent city in which hundreds of residents huddle against the first chill of winter and wonder where they'll find the money to rebuild their lives.
